Washington has no personal income tax, so a Roth conversion is a federal-and-IRMAA decision — but the state does levy an estate tax with an exemption much lower than the federal exemption, which changes whether a large IRA is left pre-tax.
Washington does not tax IRA withdrawals or conversion income at the state level. That makes the conversion question cleaner than in California: you are modeling federal brackets, IRMAA (which uses MAGI from two years prior), and whether a large pre-tax IRA will be pulled into Washington’s estate tax. The Department of Revenue’s estate-tax exemption sits well below the federal figure, so “we’re under the federal exemption” is not the whole answer for a Washington household.
